HR Software Rawalpindi

HR and payroll software for Rawalpindi companies

Rawalpindi employers range from traders and wholesalers in Raja Bazaar and Saddar to private hospitals, schools, security companies, construction firms and the growing number of businesses in Bahria Town and DHA. Many also have staff on both sides of the Islamabad border. StreamHCM brings their attendance, leave and payroll into one cloud system.

Two jurisdictions, one payroll

Because Rawalpindi and Islamabad are effectively one metro area, it is common for a company to have an office in one and a site or branch in the other. That matters for payroll: Rawalpindi is in Punjab, so Punjab's minimum wage notification and PESSI apply there, while Islamabad follows ICT notifications. A spreadsheet tends to apply one rule to everyone.

In StreamHCM, compliance settings attach to each branch. Staff at a Saddar branch are processed under Punjab rules and staff at a Blue Area office under ICT rules, in the same payroll run and the same reports.

Punjab payroll compliance for Rawalpindi employers

Companies in Rawalpindi fall under Punjab's provincial labour framework, so payroll has three statutory layers to get right every month. The first is EOBI, a federal scheme: the employer pays 5% and the employee 1% of the notified minimum wage, not of actual gross pay. With the federal minimum wage of Rs 40,700 from 1 July 2026, EOBI's own circular puts that at Rs 2,035 employer and Rs 407 employee per insured person, due by the 15th of the following month.

The second is PESSI, the Punjab Employees Social Security Institution. The employer contributes 6% of wages for covered workers and may not recover it from the employee. A Punjab notification of February 2026 fixed the monthly wage ceiling for contribution at Rs 40,000, so the contribution for a covered worker does not rise above that wage base. The third is FBR salary income tax under Section 149, withheld monthly from the annualised salary using the Tax Year 2027 slabs.

Punjab also consolidated many labour statutes into the Punjab Labour Code 2026. Its transition provisions keep earlier notifications, such as the minimum wage of Rs 40,000 a month notified for 2025-26, in force until they are replaced, so HR teams should check the Labour Department's site before each budget cycle. StreamHCM keeps these rates as configurable payroll settings, so a new notification is a settings change rather than a spreadsheet rebuild.

Typical Rawalpindi HR scenarios

Rawalpindi's employers range from traders and distributors in Saddar and Raja Bazaar to schools, hospitals, security companies and IT firms along Murree Road and in Bahria Town and DHA. Many operate across Rawalpindi and Islamabad, which creates a compliance detail worth noticing: staff working in Rawalpindi fall under Punjab's labour law, PESSI and minimum wage, while staff working in Islamabad fall under ICT rules.

StreamHCM sets the province on each branch, so the right minimum wage check and social security scheme are applied automatically. A security company with guards posted on both sides of the city boundary does not need two payroll methods; it needs the branch to be right.

Distribution companies with sales teams on the road use GPS check-in and expense claims from the app, so field staff can record visits and submit fuel claims without coming back to the office.

Getting started in Rawalpindi

A trial usually starts with one branch: import employees, connect devices, set shifts and run a parallel payroll. Once it matches, add the remaining branches, including any in Islamabad with their own rules, and the modules you need.
