When Excel stops being enough for HR in Pakistan

Excel is not the villain. A 12-person office with one salary structure can close payroll in a sheet and sleep. The break comes when three files have to agree: the attendance export from the biometric, the FBR slab table from last June, and the leave WhatsApp thread. They never quite do. Someone copies a present day that the device never saw. That is the moment you are no longer doing HR. You are editing fiction.

Teams searching for the best HR software in Pakistan are usually past that point. They just have not named it yet.

The 15-person sheet still works

If everyone is monthly, one branch, no overtime formula, and one person who actually understands the file, keep the sheet. Buying software to feel modern is a waste. The cost of a bad rollout is higher than the cost of a tidy workbook.

Write the date you last updated tax slabs on the first tab. If you cannot remember, you are already late.

The 40-person sheet starts lying

Around two or three dozen people, the file grows tabs: late deductions, loans, a second shift, a Karachi intern who joined on the 18th. VLOOKUP starts pointing at the wrong row after a sort. Attendance comes in as a CSV from ZKTeco or eSSL. HR pastes it, then “fixes” three names that did not match. Those three names become the audit problem six months later.

Leave is worse. Balances live in a column that nobody trusts, so managers approve in the group chat anyway. The sheet is updated on Friday. The employee already travelled on Wednesday.

Pakistan-specific ways Excel fails

FBR salaried slabs move after a Finance Act. A formula that was right in May is wrong in July if nobody edits every row. EOBI on gross instead of the wage base over-deducts quietly. Daily wage in labour practice is often gross ÷ 26, not ÷ 30. A sheet that uses 30 under-pays overtime and over-charges absences. None of this shows up as a red cell. It shows up as an angry supervisor.

Work one number through the payroll calculator and compare it to last month's slip. If they disagree, the sheet has already drifted.

The one-person risk

The most expensive feature of Excel HR is the person who built it. When they take leave, or leave the company, payroll waits. There is no log of who changed a basic salary. There is no role that lets finance see figures and not edit them. That is not a software preference. That is a control failure.

What to move first

Do not migrate everything on Monday. Move attendance into a system that talks to the device. Then leave. Then payroll, using the same employee file. If those three still live in three workbooks, you have not left Excel. You have added a login.

A 14-day trial with your own headcount loaded is the test. If the first payroll run still needs a side sheet, the product is not ready. That is also the filter in our 2026 buying guide.

What StreamHCM replaces

StreamHCM keeps the employee, the punch and the payslip on one record. Tax slabs and EOBI sit in policy screens, not in a hidden column. That is the job. It will not make a messy policy clean. It will stop the messy policy from living in six copies of Payroll_Final_v7.xlsx.
